One of the aspects that were studied was the way in which innovative initiatives in the city contribute to increasing Rotterdam’s resilience. In addition, an initial step was taken towards the development of guiding principles and transition paths as a result of the co-creation process with the municipality.

Transition perspective
The synergy and the added value of the resilience objectives were incorporated in lessons and recommendations from the transition perspective. These recommendations are intended to support the progress of the process of increasing the resilience of the city in partnership with local residents, businesses and organizations. The development of the resilience strategy was the starting point for this process, initiated by the municipality in a reflexive learning process.
